Stevens Construction, founded in 1919, and Eddie Painton and Associates, started in 1915, merged in 1970 to form STEVENS Painton Corporation.

Stevens Engineers & Constructors has an excellent opportunity for an experienced and highly motivated Human Resources Generalist to join our Cleveland Corporate Headquarters Team. The ideal candidate will have human resources experience in a union environment in the construction sector.

The Human Resources Generalist position is responsible for providing comprehensive support to employees and management across various human resources functions, including recruitment, onboarding, employee relations, benefits administration, and compliance. This role requires strong interpersonal and communication skills, a proactive approach to problem-solving, and a commitment to maintaining a positive and productive work environment.

Essential Duties and Responsibilities

Assists in developing and executing personnel procedures and policies, providing guidance and interpretation for business operations.

Assists in administering benefit plans, wellness program initiatives and employee performance programs.

Suggests new procedures and policies to continually improve the efficiency of the HR department and organization as a whole and to improve the employees’ experience.

Implements human resources programs including talent acquisition, staffing, employment processing, health and welfare benefits, training and development, records management, employee relations and retention, compliance, and employee relations, completing personnel transactions.

Handles all administrative tasks for onboarding, new hire orientation, and exit interviews, including entering data into HR information systems and auditing for accuracy and compliance.

Assists with communication, interpretation, and upkeep of employee handbook, employee directory, and organizational chart, and contribute to the development of policies.

Works with hiring managers to ensure that training plans are developed for new employees and new hire evaluations are carried out.

Maintains human resources documents on SharePoint.

Administrates the Viewpoint One Employee portal.

Promotes human resources programs to create an efficient and conflict-free workplace.

Participates in recruitment efforts:

  • Posting job ads (minority outreach) and job applicant tracking.
  • Maintaining the Career page on the STEVENS website.
  • Scheduling job interviews and assisting in interview process.
  • Ensuring background and reference checks are completed; and
  • Preparing new employee HR and benefit files.

Maintains employee confidence and protects operations by keeping human resource information confidential.

Administrates the Company’s wellness program and employee engagement.

Ensures legal compliance of HR state and federal regulations and applicable employment laws and updating policies and/or procedures as required.

Supports all internal and external HR related inquiries or requests.

Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Graduation from an accredited college or university with major in human resources, human relations, business administration, or a related field and 5-10 years of related Human Resources experience.

Must be adept at problem-solving, including being able to identify and resolve issues in a timely manner.

Must use the utmost discretion in handling confidential information.

Must possess strong interpersonal skills.

Must be able to communicate clearly, both written and orally.

Must be able to effectively read and interpret information, present numerical data in a resourceful manner, and skillfully gather and analyze information.

Must be able to prioritize and plan work activities as to use time efficiently.

Must be organized, accurate, thorough, and able to monitor work for quality.

Must be dependable, able to follow instructions, respond to management direction, and must be able to improve performance through management feedback.

Must have proficient computer skills (i.e., Word, Excel, PowerPoint and Outlook) and become familiar with HRIM software.

This individual will be responsible for providing administrative support to the Payroll Specialist. Essential Duties & Responsibilities

Uploading and processing of daily field timesheets.

Assist in processing payroll information (e.g., new hires, re-hires, address changes, changes to tax withholdings).

Assemble and provide new hire packets for job sites.

E-Verify all new employees and re-hires.

Collect and file new hire documents.

Assist in obtaining updated rate sheets and reporting forms from locals.

Maintain accurate records and prepare reports as needed.

Maintaining confidential information by adhering to legal and ethical standards.

Essential Duties and Responsibilities

Provide leadership and to establish and maintain effective and harmonious working relationships with all those involved in the project.

Organize and execute the project safety compliance program within the guidelines of company policies. Initiate project safety meetings for on-site supervisors and labor force.

Interface with the client as his primary contact, by receiving and communicating initial project setup information and periodic project status, writing significant project related correspondence, and representing the Company in meetings.

Develop and maintain a thorough understanding of the provisions and requirements of all contract documents, including plans, specifications, owner’s contract, subcontracts and purchase orders.

Develop and/or analyze the preliminary project documentation, such as project code of accounts, subcontracts and purchase orders.

Organize and plan the execution of the physical work.

Develop the project schedule and direct its long-term planning and execution.

Communicate/coordinate schedule and plan with subcontractors and vendors.

Recognize on-site activities which may impede project progress or jeopardize compliance to project/contract requirements. Prepare and submit related informational documents to the client or other responsible parties and implement corrective measures.

Maintain strict control of the project budget for each work activity. Report monthly on the progress and current profitability of the project.

Write subcontracts and purchase orders for field generated purchases and contracts. Review and approve related subcontractor and vendor invoices and change requests.

Prepare, quote and negotiate contract changes with General Manager’s guidance.

Maintain open communication with all other support and business units involved with the project.

Maintain open line of communication with the local union officials.

Promote goodwill with clients, architects, engineers etc., to facilitate construction activities and future repeat business.

Supervise the project activities of the on-site project engineer, field superintendents, office manager and clerk.

Participate in bidding, pre-construction services, budgeting and Continuous Improvement Programs.

Skills

Organized and able to create multiple timelines, budgets, and schedules.

Able to build solid relationships with team members, vendors, and customers.

Computer Skills: Proficient with Microsoft Office; Microsoft Project and experience with construction / project management software.
